Share Your Data

If you bought your plan through the marketplace, you can share the health that Blue Cross and Blue Shield of Illinios maintains about you with a third-party application or another health plan. 

Sharing and Managing Access to Your Personal Information

BCBSIL members can share their Personal Information with an app or another health plan by allowing them to connect to BCBSIL's application programming interface (API). The API allows us to securely share data with the app or health plan you have chosen.

If you want to share your data, you will need to log in to the Consent Management Portal and sign a Member Consent. This allows us to share your Personal Information.

If you choose to share your Personal Information, you can also manage your consent by using the portal.

Keep Your Data Safe

Before you share your data, make sure you know how it will be handled. If you share your data with an app or health plan, they will have access to all of your Personal Information, which may include sensitive health information.

The Personal Information that may be shared includes: 

  • Your name, address, date of birth, payments, claims, as well as other Personal Information, and 
  • Your health information, which may include diagnoses and medical treatments, like treatment for substance use disorders, mental health treatment, HIV status, or other sensitive Personal Information.

Know If Your Personal Information Is Protected by HIPPA

BCBSIL is subject to HIPAA, as are most health care plans, payers, and providers. These include hospitals, doctors, clinics and dentists. The U.S. Department of Health and Human Services' Office for Civil Rights (OCR) enforces the HIPAA Privacy, Security, and Breach Notification Rules.

Most Apps will not be subject to HIPAA. 

Most Apps will fall under the control of the Federal Trade Commission (FTC) and the FTC Act. The FTC Act protects against deceptive acts (e.g., if an app uses or shares Personal Information against of its privacy policy).

Be Careful When Sharing Data With an App

Before you share your data with a third-party app, make sure the app has strong privacy and security standards. You should carefully review the app's Privacy Policy. It should tell you how the app will protect, use, share or sell your data. If an app does not have a privacy policy, we recommend that you do not use that app.

Once your data is released to a third-party app or to another health plan, BCBSIL is no longer responsible for protecting that information. 

Here are some questions you may want to ask before sharing your data with an app:

  • Will this App sell my data? 
  • Will this app share my data with third parties?
  • How will this app use my data? 
  • Will the app allow me to limit how it uses, shares or sells my data? 
  • If I no longer want to use the app, can I remove the app’s access to my data?
  • What is the app’s policy for deleting my data?
  • How will the app tell me about changes in its privacy practices? 
  • Will the app collect data from my device, such as my location? 
  • What security does this app use to protect my data? 
  • Will the app let me correct any data that is wrong?
  • Does the app have a process for responding to user complaints?

Filing a Complaint

If you believe an app or health plan has used, shared or sold your Personal Information without your consent or against their privacy policy, you can make a complaint to the Office of Civil Rights (OCR) or FTC.
